Step 1
We cut out the bottom of a paper cup. We can also use a toilet paper roll as the base for the cannon.

We cut off the top of the balloon and tie a knot at its mouthpiece.

Stretch the cut balloon over the bottom of the cup or onto a paper roll. It's best to glue the balloon with hot glue to ensure it holds securely. You can also attach it with tape or a stapler.
